Municipal Disaster Risk Reduction and Management Officer

The Municipal Disaster Risk Reduction and Management Officer leads the office in implementing disaster preparedness programs, conducting risk assessments, coordinating emergency response, managing disaster-related data, and supporting recovery and rehabilitation efforts.

Through prevention, preparedness, response, rehabilitation, and recovery initiatives, the office helps build safer, informed, and more resilient communities across New Corella.

Mandate

The Municipal Disaster Risk Reduction and Management Office (MDRRMO) leads disaster preparedness, prevention, response, and recovery efforts to protect lives, property, and the environment. It conducts risk assessments, develops disaster plans, coordinates emergency operations, promotes community awareness, and strengthens resilience against natural and human-induced hazards.

To reduce disaster risks, strengthen preparedness, enhance local response capacity, establish effective early warning and information systems, support resilient recovery, and promote community participation in building a safer and disaster-ready municipality.

Disaster Prevention and Mitigation
Address current and reduce future risks of communities and government through mainstreaming integrated, policy and practice.
Disaster Preparedness
Establish and strengthen capacities of governments, communities, CSOs, and Private Sector to anticipate cope and recover from the adverse impacts of hazards and potential cascading disasters and minimize the losses and disruption of daily life.
Disaster Response
Provide risk-based, timely and anticipatory response action to address basic, life-preservation and immediate needs of communities and government. Also, affected communities/population are able to continue life with dignity and prevent or minimize exacerbation of emergency situation.
Disaster Rehabilitation and Recovery
Speed up recovery from disaster losses through rehabilitation and recovery programs that are aligned to sustainable development and “build, back, better” principle.

Organizational Structure

Risk Assessment and Hazard Mapping

Conducts local risk assessments, gathers data on hazards and vulnerabilities, and manages local risk maps as basis for disaster planning and decision-making.

 

Core Functions

Creates, implements, and updates the Municipal Disaster Risk Reduction and Management Plan and ensures its integration into local development plans and budgets; supports programs and measures that reduce exposure and vulnerability to hazards, including structural and non-structural risk reduction activities; and strengthens local capacity through contingency planning, training, drills, resource stockpiling, emergency preparedness initiatives, and public awareness campaigns.
