Mandate

The Municipal Engineer’s Office oversees the planning, construction, maintenance, and improvement of public infrastructure and ensures compliance with building and safety standards. It provides engineering services, project management, technical assistance, and policy recommendations to support the municipality’s development and public welfare.

The Municipal Engineer’s Office aims to achieve timely and quality infrastructure development, effective project management and oversight, ensured public safety and regulatory compliance, responsive disaster management and infrastructure rehabilitation, sound technical advice to LGU leadership, and transparent and accountable operations.

General Policies

Strict Compliance with Standards

All engineering works must follow national and local building codes, safety regulations, and environmental
guidelines.

Timely Project Implementation

Projects should start and finish on schedule, with regular updates submitted to supervisors or stakeholders.

Proper Documentation

All plans, reports, permits, and inspection forms must be complete, updated, and properly filed.

Transparency and Accountability

All transactions, especially involving budgets, materials, and bidding, must be open and accountable to avoid corruption or favoritism.

Regular Inspection and Monitoring

Conduct regular site inspection to ensure quality, safety, and compliance with plans.

Teamwork and Professionalism

All personnel must show respect, professionalism, and cooperation in dealing with co-workers, clients, and the
public.

Zero Tolerance for Negligence

Any act of negligence, poor workmanship, or violation of safety standards must be addressed immediately.

The office must serve with integrity and prioritize the needs of the community or clients.

General Policies

Infrastructure Development Policy
  • All infrastructure projects (roads, potable water system (PWS), drainage, buildings) must be well-planned, sustainable, and aligned with the Municipal Development Plan.
  • Only approved projects with proper documentation and budget shall proceed.
Quality and Safety Policy
  • All engineering works must strictly follow national building codes, and other safety regulations.
  • Regular inspections must be conducted to ensure quality workmanship and public safety.
Documentation and Transparency Policy
  • All programs of works, plans, and cost estimates must be complete, accurate and field properly.
  • Project reports and financial records must be open for audit and inspection by higher authorities of the public.
Timeliness and Efficiency Policy
  • All projects must be implemented within the approved schedule and without unnecessary delays.
Coordination and Teamwork Policy
  • The engineering Office shall coordinate with the LGU offices (Planning, Budget, BAC, MPDO, etc.)
    for smooth project execution.
  • Respectfully and Professional behavior is expected from all staff.
Permit and Regulation Compliance Policy
  • The office shall ensure proper review and endorsement of building permits, and other related
    documents.
  • No projects shall proceed without complete and legal documents.
Environmental Responsibility Policy
  • All engineering activities must follow environmental laws (e.g., proper waste disposal, drainage
    planning, tree preservation).
  • Projects affecting natural resources require proper clearances from DENR or other concerned
    agencies.
Disaster Preparedness and Response Policy
  • The office shall assist in emergency repairs, clearing operations, and damage assessments during
    and after disasters.
  • Must always be ready to deploy resources when needed.
Public Service Policy
  • The Municipal Engineering Office is committed to serving the public with integrity, honesty, and
    professionalism.
  • All complaints or concerns from the public must be acknowledge and acted upon properly.

Organizational Structure

Core Functions

Initiates, reviews, and recommends policies, plans, objectives, and programs related to infrastructure and public works development.Acts as the Local Building Official in the processing of building permits, certificates of occupancy, and related documents to ensure compliance with building safety standards.Provides technical services, including investigations, surveys, engineering designs, feasibility studies, cost estimates, and project management.
